What always strikes me about this is Ron's brother has just died, and they must be so incredibly tired, but Ron can't help but make this joke.  It could be that he says it less as a joke than as a grumpy complaint, but I remember reading it at 5am in 2007 and giving in to punch-drunk giggles, through the emotional exhaustion.
