Creatures Ministry of Magic and the Wizard's Council

The International Code of Wizarding Secrecy is amended

Clause 73 is added to the code, making it the responsibility of each nation’s Ministry of Magic to work to conceal the magical creatures living within their borders. The text of the Clause reads as follows:

Each wizarding governing body will be responsible for the concealment, care, and control of all magical beasts, beings, and spirits dwelling within its territory’s borders. Should any such creature cause harm to, or draw the notice of, the Muggle community, that nation’s wizarding governing body will be subject to discipline by the International Confederation of Wizards (FB).

Timeline Notes

Interestingly, two years after this Clause is added which requires the Ministry of Magic to take more responsibility for managing magical creatures and beings within their borders, there is a major goblin rebellion.
