Cecily was an American witch who apparently had some sort of romantic history with MACUSA employee Sam, an Obliviator, who handed over Jacob Kowalski to Queenie Goldstein because she threatened to tell Cecily that he was now seeing Ruby, a fellow employee standing nearby (WFT).
