Tough on Muggles

Damocles Rowle used this slogan to get himself elected the second Minister for Magic in 1718, replacing Ulick Gamp. Rowle’s tough stance extended to wizards as well. He favored using the cursed and Dementor-infested fortress of Azkaban as a wizarding prison in spite of the terrible effect it had on those incarcerated there. His antagonistic tone struck a cord with a disgruntled magical community which chafed under the requirements of the Statute of Secrecy to go underground  (Pm).
