Why can’t goblins be more like elves?

"You goes racketing around like this, Dobby, I says, and next thing I hear you's up in front of the Department for the Regulation and Control of Magical Creatures, like some common goblin."

-- Winky to Harry Potter, about Dobby the house-elf (GF8)

Opinion editorial article in the Daily Prophet written by Winkus Oddpick (DP3)

An editorial written by Mr Oddpick after the goblins riots in Chipping Clodbury appeared on page 32 of the Daily Prophet. Unfortunately we do not have that page or the text of his article, but from the title we assume that he is not in favour of giving any more rights to goblins (DP3)

While the date printed on DP3 is 1 June 1999, the timeframe for these events is 1992-1993.
